Social Services, Community Grants and CDBG
The Emergency Shelter Overlay identifies areas where emergency shelters are allowed by right, subject to development and operation standards. The Overlay meets the requirements of State law by designating specific areas where emergency shelters, also referred to as "homeless shelters", may be established and operated by right, to meet the shelter needs based on homeless population estimates established by current reliable information and in the City's General Plan Housing Element. The Overlay includes Business Park properties in the Rancho San Clemente Specific Plan, as shown below. For a scaled zoning map of the Overlay, click here. The goals for the Emergency Shelter Overlay are to:
- Facilitate efforts to address the needs of homeless persons in the City of San Clemente by identifying locations where emergency shelters are allowed by right according to standards in Municipal Code Section 17.56.100.
- Protect public safety, maintain land use compatibility, and preserve property values, neighborhood quality and economic vitality while addressing an identified humanitarian need.
- Locate emergency shelters, to the maximum extent possible, close to public transportation, public and community services, near job centers, away from residential neighborhoods, schools and parks.
- Allow small-scale, family-oriented emergency shelters as an accessory use to churches and other religious institutions.
- Ensure emergency shelters are designed in accordance with applicable standards, as allowed under State law.
- Ensure emergency shelters are operated in a responsible and community-sensitive manner.
- Achieve a Housing Element which complies with State law.
The Housing Element identifies City’s housing needs and outline goals, policies and programs to address them. The Housing Element is an eight-year plan, extending from October 15, 2013 to October 15, 2021. State law requires the preparation of a Housing Element as part of a jurisdiction's General Plan (Government Code §65302(c)). It is the primary planning guide for local jurisdictions to identify and prioritize the housing needs of the city and determine ways to best meet these needs while balancing community objectives and resources. The 2013 Housing Element consists of five chapters, including: 1) Introduction; 2) Needs Assessment; 3) Resources and Opportunities; 4) Constraints; 5) Housing Action Plan; and the Appendices. The City's Community Development Department implements three housing programs. Information on these programs and other housing services are provided below:
- Home Rehabilitation Program- This program provides loans for qualified rental properties and owner-occupied properties.
- Affordable Housing Program- This program provides funds for non-profit agencies to acquire and rehabilitate older apartment buildings or construct new apartments for long term affordable housing for very low income households (persons earning less than 50% of median income). Proposals from Non-profit developers are accepted year-round pending available funds and priorities are met.

Inclusionary Housing Program- This program requires developers building 6 housing units or more to provide 4% of the total number of units for very low-income households, on-site, off-site, or pay an in-lieu fee, donation of land or a combination recommended by the Community Development Director. The in-lieu fees are provided as a no interest or low interest loan to non-profit agencies for a minimum of 55 years to acquire or build affordable housing.
Community Development Block Grant (CDBG)
What is the CDBG program?
The Community Development Block Grant (CDBG) program funding is a flexible program that is administered by the U.S. Department of Housing and Urban Development (HUD) which provides communities with resources to address a wide range of community development needs.
CDBG program funds are allocated to eligible communities on an annual basis to develop “viable communities by providing decent housing, a suitable living environment, and to expand economic opportunities, principally for low- and moderate-income persons.” Low- and moderate-income persons are defined by HUD as persons with an annual household income equal to or less than 80% of the county’s median income. This income standard is adjusted for family size and updated annually.
Types of Activities
CDBG funds may be used for activities, which include, but are not limited to:
- Acquisition of real property
- Rehabilitation of residential and non-residential structures
- Construction of, or improvements to public facilities
- Public improvements, such as water and sewer facilities, streets, and community centers
- Social services within certain limits
- Assistance to profit-motivated businesses to carry out economic development and job creation/retention activities
Plans and Reports for Funding Usage
To receive CDBG funds, the City must prepare three documents described and accessible at the links below.
- The Consolidated Plan. The Consolidated Plan is a multi-year strategic plan that identifies priority housing and community needs. It also identifies the activities the City will implement over five years to priority address needs.
- Annual Action Plan. The Action Plan, a component of the Consolidated Plan, is the City’s annual expenditure plan for using CDBG funds to address the needs identified in the Consolidated Plan.

Consolidated Annual Performance Evaluation Report (CAPER). The CAPER is the year-end accomplishment report of the CDBG-funded activities undertaken by the City during the prior action period.
Affordable Housing Overlay
The Affordable Housing Overlay Zone allows housing to be built in identified commercial zones on the zoning map. Owner Occupied Loans application form
0% and 3% loans are available to qualified homeowners living in designated areas downtown and in some cases outside of the target area for qualified homeowners with properties with health and safety problems. Grants up to $3,000 may be given for small projects to remedy health and safety issues to persons earning less than 50% of median income. The current income qualifications are listed in the application.
Rental Rehabilitation Loans application form
3% loans and 50-50 matching deferred loans are the typical loans provided to property owners renting to low income households with rents not exceeding HUD guidelines. The 50-50 deferred loan becomes a grant after 4 years of property ownership.

Age Well Senior Services
Age Well Senior Services is a nonprofit organization that provides services, resources, and programs to seniors living in South Orange County. Dorothy Visser Senior Center of San Clemente
The Dorothy Visser Senior Center is operated by Age Well Senior Services and is located in downtown San Clemente at 117 Avenida Victoria, San Clemente, 92672. NON-EMERGENCY MEDICAL TRANSPORTATION
Age Well Senior Services provides low-cost transportation to non-emergency medical appointments including therapy, dentistry, health education, prescription pick-ups testing, and x-rays. OC ACCESS SERVICE
OC ACCESS is operated by the Orange County Transportation Authority, and provides a fee-based shared-ride service that is available to qualified applicants whose physical or cognitive limitations prevent them from using the regular OC Bus fixed-route service. SAN CLEMENTE SENIOR MOBILITY PROGRAM
The San Clemente Senior Mobility Program is a free service that provides San Clemente residents age 60 and over with transportation between their residences and selected San Clemente grocery stores and the Dorothy Visser Senior Center in San Clemente.
The grocery store service provides rides to the following grocery stores within San Clemente and back to senior’s residences, Monday through Thursday:

The senior center service provides rides between senior’s residences and the Dorothy Visser Senior Center located at 117 Avenida Victoria. This service is provided five (5) days per week, Monday through Friday. Service is not available on weekends or holidays. Seniors residing in San Clemente will be picked up from their homes in the morning between the hours of 8:00 a.m. and 9:30 a.m. and transported to the center. Seniors are provided a return trip from the senior center to their homes in San Clemente between the hours of 1:00 p.m. and 2:30 p.m.
To sign up for the San Clemente Senior Mobility Program please complete and submit an application, which is also available at the Dorothy Visser Senior Center. San Clemente Village - Neighbors Helping Neighbors
San Clemente Village is a local nonprofit, volunteer based, member organization. The Village was created in 2015 to bring local residents age 55 and over together, to support one another and to enjoy an active, connected, and independent life. Village volunteers provide services in the home that can make life easier. Screened and trained volunteers provide services such as transportation, pet assistance, handyman needs, and technology assistance to name a few. General resource information is also available. In addition, Village members have access to a wide array of social and educational opportunities including yoga, bridge, dine around groups, theatre outings and cooking classes. Assistance League of Capistrano Valley (ALCV)
The League is a nonprofit volunteer organization whose members are dedicated to developing and
implementing philanthropic programs to provide human services to the community. The programs include:
Links to Learning assists teachers, counselors, and media specialists within CUSD middle schools
presently; applicants may request funds for student enrichment or classroom aids approved, but not
funded by the district. Operation School Bell provides new clothing twice a year to school age youth
between Kindergarden and 8th grade, contact your school principal for more information. . ALCV also
provides clothing to Toddlers through High School for military families at Camp Pendelton. The Hands on
Literacy Program allows League members to participate in elementary school reading programs. Member
auxiliaries include Las Felices Auxiliary and Assisteens Auxiliary. Clothing and goods donations are
accepted at the Bargain Box Thrift Store to help raise money for the philanthropies.
