Jurisdictional Runoff Management Plan
The San Clemente Jurisdictional Runoff Management Program (JRMP) details the City-wide programs and activities designed to prevent and reduce storm water pollution within City boundaries in compliance with its 2013 Municipal Separate Storm Sewer System (MS4) Permit.
The JRMP includes the following Best Management Practices, or BMPs, which are techniques or controls used to prevent or reduce the discharge of pollutants, such as fertilizers, pesticides, and organic wastes, into the storm drain system. The helpful documents below are references for residential and commercial land uses to help reduce pollutants from reaching the City’s storm drain system and local waterways.

Water Quality Improvement Plan
Under the current Ms4 permit term, the City of San Clemente collaborated with other South Orange County jurisdictions and stakeholders to develop a Water Quality Improvement Plan (WQIP) for the South Orange County San Juan Hydrologic Unit Watershed Management Area (WMA). The goal of the WQIP is to protect, preserve, enhance, and restore water quality of receiving water bodies. Through an adaptive planning and management process, the WQIP identifies the highest priority water quality conditions within the watershed management area and implements strategies to achieve improvements in the quality of discharges from the jurisdiction’s storm drain systems.
