Mission:
The Coastal Animal Services Authority (C.A.S.A.), in partnership with Estrella Veterinary Hospital and Pet Project Foundation, introduces a low cost spay/neuter program for low-income households and Active Duty Military Personnel.

Who qualifies?
This program is being offered to residents of San Clemente, Dana Point and Capistrano Beach whose household gross income is below $40,000 (for a single person) or $75,000 (for a couple/family). In order to qualify, applicants will need to submit W2 forms (or equivalent tax documents) for adults in the household, along with a copy of a state or federal-issued I.D./driver’s license. We will also accept proof of current enrollment in the Food Stamps, CalWorks, WIC programs or Social Security in place of tax documentation. In addition, a copy of a utility bill issued within the past 45 days will be required to verify proof of residency. The name(s) on all 3 of these documents must match.
All Active Duty Military Personnel residing in San Clemente, Dana Point or Capistrano Beach will automatically qualify. Proof of residency and Active Duty service must be submitted.

Other requirements:
All animals must be at least 4 months of age and free from illness; including but not limited to, upper respiratory illness, skin infection/disease and parvovirus.
Dogs must be currently vaccinated against rabies, DHPP and bordetella. Dogs will also be required to obtain a license through the Coastal Animal Services Authority, pursuant to California state law.
Cats must be currently vaccinated against rabies and FVRCP. Vaccinations will be offered at a reduced cost for those animals that do not meet the vaccination requirements.

Rabies: $5
DHPP: $10
Bordetella: $10
FVRCP: $10

Cost:
The doctors and technicians at Estrella Veterinary Hospital will be donating their time to the program, which offsets some of the cost of surgery.
In doing so, we are able to offer the surgeries (including post-op pain meds) at the following low costs:

Cat neuter (males): $35
Cat spay (females) or dog spay/neuter under 20 pounds: $40
Dog spay 20-40 pounds or dog neuter 20-80 pounds: $55
Dog spay 40 pounds and over or dog neuter 80 pounds and over: $70

The Pet Project Foundation will be sponsoring the cost to microchip all animals with a permanent AVID I.D. microchip. The microchip and registration will be at no extra cost to the animal owner. This is a potentially life-saving identification chip that will assist in reuniting lost pets with their owners.

This offer cannot be combined with any additional offers, and does not qualify for additional spay/neuter reimbursement through Pet Project Foundation.
