Beginning July 1, 2012, Assembly Bill 341 [AB341] will require all businesses in California that generate 4
or more cubic yards of waste per week to recycle. Participating in a CR&R recycling program will
assist your business in meeting the new recycling requirement. Businesses may also donate, sell and/or
self-haul materials to a recycling facility. Information about California’s business recycling requirements

Household Hazardous Waste
|
Leftover household products that contain corrosive, toxic, ignitable, or reactive ingredients are considered to be “household hazardous waste”. These can be found in your bathroom, kitchen laundry room or garage. Often, people forget that every household contributes to hazardous waste. Individually, the waste that is hazardous may seem insignificant, but can have a lasting impact on the surrounding environment. Picture, for example, a city of 50,000: If every household contributes an average of five gallons of hazardous material to the solid waste stream each year, there would be over 250,000 gallons of waste contributed to our environment. This would convert to roughly 41 tons of hazardous waste per year! Whether cleansers, paints, batteries, or motor oil, household hazardous waste should be of grave concern to all citizens. Each person has options available to them for reducing their dependency on hazardous materials, using less, and careful disposal.

Hazardous waste has four main characteristics- corrosive, reactive, ignitable and toxic.
There are over 5000 facilities within Orange County that generate hazardous waste.
Many home, car and yard care products shouldn't be thrown in the trash.
Paint, used motor oil, and most cleaning products are considered to be hazardous wastes.
If these products are put in the landfill they may contaminate our groundwater.

Where can I dispose of household hazardous waste such as partially filled paint cans, CRT's (TVs & computer monitors), antifreeze, gasoline, pesticides, and aerosol cans?
It is illegal to dispose of hazardous waste in the storm drain or municipal trash cans. Orange County residents may dispose of household hazardous waste, at no charge, by taking it to any one of four facilities located throughout the County. A maximum of 15 gallons or 125 pounds may be transported per vehicle, per trip. This is a Department of Transportation Regulation.
Materials should be in original containers (except motor oil, fuels and antifreeze).
All containers must have lids and be sturdy, non-leaking and protected from spills.
Do not combine different types of waste.
Do not mix oil-based paint with latex paint.
Dry out empty paint cans and discard in regular trash.
If you wish to have a container returned (oil containers and boxes/crates used to transport materials), please notify the attendant in advance. Some containers may not be returnable.

Pilot Food Waste Project
|
April 2010 marks the start of a new effort to recycle food wastes from businesses
in San Clemente. Through a 1-year $400,000 grant from the County of Orange
Waste & Recycling Department, food waste will be collected from 5 pre-selected
businesses, and taken for recycling to a composting facility. The purpose of the
pilot program is to determine the feasibility of expanding to additional businesses
next year. Landfill disposal fees for regular trash in Orange County will increase
by 32% in July 2010.

In August, 1997, the City entered into a 10 year, exclusive contract with SOLAG Disposal (now CR&R Incorporated). CR&R is the only company authorized to collect residential and commercial refuse and recyclables in the City.
If you need to start residential or commercial refuse collection, call CR&R at: (949) 728-0446
If you are physically unable to take out your refuse and recycle containers, CR&R will do it for you for no additional charge. For more information on this service, contact CR&R at: (949) 728-0446
CR&R will provide two "bulky item" pick-ups per year free of charge for each account holder. A "bulky item" is considered almost anything two men can lift and put on a truck. Each bulky item pick up can consist of up to four items. To arrange for this service, contact CR&R at: (877)-728-0446
Is trash pick-up affected by holidays that happen during the week?

If the holiday falls during the week, collection for the remainder of the week is one day behind. For example, if July 4th is a Monday, and your normal collection day is Thursday, your trash pick-up will be on Friday.

It is a violation of the City of San Clemente Municipal Code to store your trash or recycle containers where they are visible from a public street or alley. They must be stored in the backyard, garage or otherwise screened from public view. Trash and recycle containers may not be placed out for collection earlier than 5:00 P.M. the day before collection and must be returned to their storage area no later than 24 hours after collection. If you have a problem properly storing your containers, City staff is available to assist you in planning your storage area. Fluorescent Bulbs: What to do if one breaks. Although mercury is a hazardous substance, a broken bulb in your home is not considered a “hazmat” incident. The USEPA has guidelines on what to do if a fluorescent bulb breaks www.epa.gov/mercury/spills/index.htm#flourescent, but to summarize:
Turn off your AC/Fan/Heater so as not to circulate any mercury vapor.
Open a window to ventilate the room and leave the room for at least 15 minutes.
Then using gloves, carefully pick up the larger glass pieces and place them in a Ziploc bag. Use sticky tape to help get smaller fragments and also place these in the bag.
If the bulb broke on a hard surface, wipe the area with a damp paper towel and then also place that in the Ziploc bag. Don’t use a vacuum or broom on hard surfaces.
For carpeted areas, vacuum the affected area, then remove the vacuum bag and place it in a separate plastic bag (or empty the contents of the canister into a bag for canister-type vacuums).
Place the Ziploc bag with the broken bulb pieces (and discarded vacuum bag if applicable) into your regular trash can (not the recycle can).
Note that only the occasional broken bulb is OK to place in the regular trash as outlined above. For unbroken fluorescent bulbs, other mercury-containing devices, and many other types of “Universal Waste” that can’t go to the landfill, all San Clemente residents have to do is call CR&R toll-free at (877) 728-0446. Special pickups for these types of waste are included as part of the residential solid waste collection service.

About Solid Waste Reduction
|
Modern society, with its reliance on convenience, has become a "disposable society". Individual homes generate more and more solid waste with each generation. Single use food containers, excess packaging and junk mail fill our waste baskets, dumpsters and our landfills. Unfortunately, the space in local landfills is limited... once gone, we’ll pay more than three times our current rates to ship waste hundreds of miles or more! What can we do? One Orange County business, RICOH, is showing that solid waste reduction is not only about preserving our environment, it’s also about saving money and our way of life. The 5Rs, as RICOH has dubbed the solution to solid waste concerns are refuse, reduce, return, reuse and recycle:
Refuse - refuse to work with vendors that don’t help with your bottom line...even your solid waste bill
Reduce - buy only what you need and refuse plastic AND paper bags at the grocery store
Return - return excess packaging to your vendor and return junk mail to its source
Reuse - don’t purchase single use products
Recycle - though we hear the most about recycling, it’s the last choice when it comes to reducing solid waste... but, it’s still preferable to the landfill!

We are often asked about rinsing out condiment jars, yogurt cups, etc. before placing them in the recycling container. It is not necessary to rinse out your material. If you remove the majority of the residue, the rest will be removed during the recycling process.
Recycling Facts
- Every Sunday Americans trash rather than recycle about 90% of their recyclable newspapers. This wastes about 500,000 trees.
- If everyone in the U.S. recycled just 10% of their newsprint, we would save the equivalent of about 25 million trees a year.
- One tree can filter up to 60 pounds of pollutants from the air a year.
- One ton of recycled paper saves 17 trees, almost 7,000 gallons of water, and over 3 cubic yards of landfill space.
- The average American uses 650 lbs of paper each year.
- If all that paper was recycled – 100 million tons of wood could be saved!
New "Bag 2 Bag" Curbside Plastic Bag Recycling Program
This program allows residents to recycle plastic bags and plastic film simply by stuffing them into a clean plastic bag, tying the bag closed, and placing in the curbside recycling container.

Paper vs. Plastic vs. Reusable Shopping Bags
|
The City of San Clemente is helping to promote the use of eco-friendly shopping bags. These reusable shopping bags are available for a nominal price at all of the major grocery stores in San Clemente.
Instead of using paper or plastic bags which contribute to landfill waste and environmental degradation, why not bring your own reusable shopping bag? Your actions will save natural resources and trees!
- Each time we use a plastic bag we drive up the demand for oil. In the U.S. approximately 12 million barrels of oil go into producing our plastic bags annually.
- Each paper bag used represents the loss of a global resource. Over 14 million trees go into producing our paper bags annually.
- Reusing may save you money. Some stores will offer a discount or incentive if you bring your own bags.
- Be a friend to the environment. Plastic bags can take up to 1,000 years to decompose and are one of the most common trash items found in beach cleanups. They end up in the ocean and kill marine mammals and fish.
