Code Compliance
The Code Compliance Division is responsible for enforcement of the City's zoning, sign, public nuisance, and various other City codes. Follow the links below to learn more about Code Compliance and the Cities Municipal Code.

What are some Examples of Code Compliance Violations?
  • Inoperable vehicles stored within public view on private property
  • Trash and debris within public view on private property
  • Weeds, dead or overgrown vegetation on private property
  • Portable sign on public Right of Way
  • Unpermitted events
  • Clothes lines or drying of clothes in front yard or within public view
  • Business operating from a residential property
    (Approved home occupations excluded)
  • Oversize vehicle on required driveway
    (Including boats, trailers, and motor homes)
  • Illegal dumping (discarded furniture, appliances, household items)
  • Illegal living area (Occupancy of garage, shed, tent, etc.)
  • Inoperative, dismantled vehicles on private property
  • Parking on lawns, vacant lots, or front setbacks
  • Banners displayed without a permit
  • Maintenance of property

What is the function of the Code Compliance Division?
Code Compliance is a process that works to ensure that property owners bring their structures and property conditions up to adopted Building, Housing, Nuisance and Zoning Code Standards within the City of San Clemente. We work with other agencies from the County and State, as well as Police Services and other City staff, to ensure compliance.

How do I file a complaint?
There are three ways to file a complaint:

  2. The complaint form is also available for download which, once completed, can be hand delivered to 910 Calle Negocio, #100, San Clemente, CA 92673.

What is the Code Compliance Process?
The process usually begins with a complaint. Once a case has been created, a Code Compliance Officer is dispatched to the property in question and performs an investigation. If a violation exists a Correction Notice is issued. If corrective action is not completed at the expiration of the Correction Notice, the City may issue an Administrative Citation or file a complaint with the City Attorney. The success of the Code Compliance Program depends, in large, upon each citizen acting as a good neighbor. What is the Code Compliance Volunteer Program?
Since 1994, the City of San Clemente has been proud of the implementation of Volunteers into the Code Compliance Program. These Volunteers are concerned citizens and are the foundation of this program. The objective for the Volunteer is to work together with the City by assisting our code compliance efforts and better address the needs of San Clemente residents. Their efforts help preserve and improve residential neighborhoods and help make San Clemente a better place to live, work and play.

Citizen Code Compliance volunteers assume some simple tasks similar to those which are normally performed by Code Compliance personnel. You will not be asked to inspect your own neighborhood and no interior inspections of structures will be required.

How Do I Become a Code Compliance Volunteer?
  • Obtain an application by calling (949) 361-8324.
  • Return the completed application and a photocopy of your California Driver’s license to our Human Resources Division at 100 Avenida Presidio, San Clemente, CA 92672.
  • All volunteers will be issued a Volunteer City identification card.
  • Once your Code Compliance training is completed you will then play an important role in keeping San Clemente beautiful!
Volunteers are requested to donate a minimum of four hours per week, and possess a valid California driver’s license.

No specific job experience is required, since you will be trained prior to assuming duties. Generally, you will be assigned field work with a partner.

Applicants will undergo a reference check and screening through the Department of Motor Vehicles.

There is no financial expense on your part. A marked City vehicle and necessary supplies will be provided by the City.
