Public Services, Facilities and Utilities

The City provides a full range of high quality public services. These include education, community planning, building and code enforcement, parking, cultural activities, public safety and human services. Emergency services are covered in the Safety Element.
Public facilities that help deliver these services and utilities, such as water, sewer, waste removal, and energy delivery, are the backbone of the City’s infrastructure system. Appropriately managed and updated public services, facilities, and utilities can provide lifelong learning opportunities, reduce health risks for residents and workers, lower energy costs, protect water resources, and support a socially, economically, and environmentally healthy community. Our public services, facilities and utilities are integral to individual and community well-being and to San Clemente’s ability to attract and retain residents and businesses. The City also works with other public agencies, such as the County of Orange and Capistrano Unified School District to meet the full range of community service needs.
